Electronic Invoicing

Mandatory system in Costa Rica to issue invoices with digital signature and validate them with the Ministry of Finance ATV system.

Electronic invoicing is the system through which taxpayers in Costa Rica issue invoices, electronic tickets, credit and debit notes signed digitally and validated by the Ministry of Finance in its ATV system (Virtual Tax Administration). Each receipt is generated as XML v4.4, signed with XAdES-BES (cryptographic digital signature), and sent to Hacienda's REST endpoint, which returns a validated receipt or a rejection with an error code.

Mandatory for every taxpayer with economic activity since 2018. Integrating it into a custom system costs USD 2,500–4,500 depending on complexity (credit/debit notes, exemptions, error handling, and retries). Requires a MICITT digital certificate and a cron job to retry temporarily rejected receipts.

Can I issue invoices without being registered with Hacienda?

No. You need tax registration + MICITT digital certificate + Hacienda cryptographic key. Without those three elements, receipts are rejected by ATV.
